5 Keys In Shaping Your Own Future

Our future is in our hands. It is never dependent on others, nor is it served on a silver platter. All we are given is basic life, and although all the things around us altogether have some influence over what we will become, what we make of ourselves is still a sum of what we decide to become.

Our future is shaped by a few traits and characteristics of our own. The sum of all these key elements makes us unique, and what actually shapes our future.

What are these key elements?

Attitude. Perhaps the most basic determinant of the type of future we will have, a person's attitude largely influences the way he thinks, he acts, he makes decisions. Even if one were born extremely talented, if he/she is constantly pessimistic, then there's a huge chance a person may not reach his full potential. Attitude encompasses one's ability to see the good behind every dark situation. Attitude makes one decide to get up after a fall, and not completely quit on one's dreams and goals. If you are a positive person, you view life as a constant string of opportunities, and not as an unending series of tests and challenges. A negative attitude makes one see the past better than it was, the present worse than it is, and the future less bright that it could be.

Education. There is a reason why our parents struggled to send us all to school. Whether we like it or not, the type and quality of education we acquire will be one of the biggest influences on our future. Doctors did not merely read medical books to be worthy of practice, and neither did lawyers. All people have a right to basic education (at least to learn to read and write), and all other subjects we are taught in school all are applicable in our daily lives (yes, Algebra included). To achieve more, you simply have to learn more. Yes, there is such a thing as "street education" - these are the practical basic survival stuff we learn by associating with society, but street education will never make architects out of dreamers. So no matter how tedious it is to acquire education, always realize that your future highly depends on your level of competency which you learn through basic lessons and teachings.

Experiences. Education is factual knowledge, while experiences are either the application of this knowledge, or that which influences our uniqueness from all other people who acquired the same basic education. Our experiences are our very own taste of real life. If a doctor who grew up in a sheltered home desires to work in a modern, top-of-the-line hospital, then a doctor who was raised in a poor society will most likely want to use his education helping the less fortunate people get well at non-exorbitant prices - maybe even for free (as in the case of doctors who live a life of missionary work). Experiences make us different from everyone else. It is the series of events that transpired in the past that greatly influences our present and our future.

Determination and Perseverance. Some people are dealt better cards than others. Some are given more challenges, or more stumbling blocks. But a person's level of determination and perseverance are the things that will help him see past what is painful and difficult. A lot of people do not amount to much in life. A major reason for this may be quitting before seeing success, or giving up when the going gets tough. Your future is fully determined by the amount of determination you have, and the perseverance to continue despite the difficulties.

Relationships and interaction with others. No man is an island, no man stands alone. We were put on earth together with millions of other unique beings because a huge part of who we are is influenced by our ability to co-exist with others. Life suddenly becomes exciting and meaningful when you have a love partner. You success as a person may largely be due to the relationships you have with your family. Your business success may also be dependent on your ability to interact with people who will have a profound effect in your career. Relationships greatly influence our future, because no person can ever survive alone, and be completely happy.

There are other elements which have an effect on how our future is shaped. But whatever they may be, our own future is always the sum of what we decide to be.

Wal-Mart rethinks overseas strategy, nixes planned stores

But?Wal-Mart?said Thursday that its total revenue came in short of Wall Street estimates, and the discounter announced that it would delay store expansion plans in Mexico, its largest international division, as it deals with bribery charges there. Investors, who had sent the stock up 25 percent since mid-May, pushed shares down more than 3 percent on the news.

Wal-Mart?is considered an economic bellwether because the retailer accounts nearly 10 percent of nonautomotive retail spending in the U.S. The company said its customers are still being squeezed by economic problems in the U.S. and abroad. In the U.S., Wal-Mart's low-income shoppers are still having trouble stretching their dollars to the next payday, and that financial duress escalated overseas in the latest quarter. The company said what's helped it is a focus on low prices.

"I don't think the economy is helping us," Charles Holley, Wal-Mart's chief financial officer told reporters during a conference call. "Our customer is still very concerned about employment."

Still, Wal-Mart's results offer optimism that the company's namesake U.S. business has turned a corner.?Wal-Mart, which thrived during the U.S. recession as more well-off people started shopping at its stores here, had begun to struggle as the retailer's core low-income customers were hit hard by joblessness and other challenges in a slow economic recovery.

Adding to that, Wal-Mart's U.S. stores, which account for 60 percent of the company's revenue, had turned off shoppers by veering away from its "everyday low prices" strategy and focusing more on temporarily slashing prices on select items. It also got rid of popular merchandise in an effort to de-clutter the stores.

Wal-Mart?last year began adding back 10,000 products and refocused on keeping prices low throughout the store, backing the strategy with TV campaigns. It has done that by cutting expenses and passing some of the savings on to customers. As a result, revenue at Wal-Mart's U.S. division rose 3.8 percent to $67.35 billion in the latest quarter.

Revenue at stores open at least a year ? considered a key measure of a retailer's health because it excludes the impact from stores that open and close during the year ? rose 2.2 percent in the division, excluding fuel. The figure, which beat the 2.1 percent Wall Street estimate, marks the fourth consecutive quarterly gain for the division after it experienced nine straight quarters of declines.

Customer traffic increased for the third straight quarter, too. The increase was 0.4 percent but that translated to serving another 80,000 additional customers every day during the latest quarter, says Bill Simon, president of Wal-Mart's U.S. namesake division.

Wal-Mart?enjoyed sales gains in nearly every merchandise category except for consumer electronics, which continues to post declines because of deflationary pressures in gadgets. Wal-Mart's return to clothing basics like underwear, jeans and socks continues to pay off. So far this season, key back-to-school clothing categories have enjoyed a 7 percent sales increase.

Financial life in a big town ? Romney: I paid at least 13% in taxes ...

Republican presidential candidate Mitt Romney said Thursday he never paid less than 13% in taxes, batting back criticisms that he hasn?t paid enough to the federal government.

?I did go back and look at my taxes and over the past ten years. I never paid less than 13%,? he said on the campaign trail in Greer, S.C. ?I think the most recent year is 13.6 or something like that. I paid taxes every single year. ?

The presumptive GOP nominee has faced criticism over the release of his tax returns, including a charge by Senate Democratic Leader Harry Reid that Romney paid no taxes in ten years. Democrats want Romney to release more tax returns than the full tax returns for 2010 and a summary for 2011 he?s produced already.

In declaring he?s paid more than 13% in taxes, Romney is describing his effective tax rate, the percentage of his actual income he gave to the federal government. Over the past two years, Romney?s effective tax rate was 14.5%, based on the records he?s revealed already.

Effective tax rates are always lower than top income tax rates, due to credits, deductions and exemptions that cancel out all or much of the income tax many Americans would otherwise owe in taxes. Some 80% of Americans have an effective rate below 15%, according to the Tax Policy Center unsecured personal loans.

For families making $50,000 to $75,000, the effective tax rate is 5.7%. From $75,000 to $100,000, it?s 7.2%. And if you make $200,000, it goes up to 9.9%.

However, households at the highest income brackets ? like Romney?s ? make a lot of their money from tax-advantaged investments, such as capital gains and tax-free bonds. And they tend to have a lot of itemized deductions, which can greatly reduce how much they owe the tax man.

?Most of us don?t get most of our income from capital gains and dividends,? said Roberton Williams, a senior fellow at the Tax Policy Center. ?Romney is in that group of people who really, really benefit from low tax rates on capital gains and dividends.?

Romney?s financial disclosures suggest his net worth is as high as $264 million, making him one of the wealthiest candidates in history to seek the U.S. presidency.

Despite Romney?s assertions of paying taxes, Sen. Reid is not taking back his accusations.

?We?ll believe it when we see it,? said Reid spokesman Adam Jentleson. ?Until Mitt Romney releases his tax returns, Americans will continue to wonder what he?s hiding.?

In these dog days of summer, dulled minds may do the unimaginable and leave a furry friend unattended in the car or apartment where it'll bake in the heat.?Fortunately, pooches may soon wear special collars that can?send their BFFs a text message when they get uncomfortably hot.

The Dog Caller (get it?)?is fitted with a heat sensor,? cellular circuitry and a SIM card. It is programmed to send out an alert when the temperature approaches 79 degrees Fahrenheit, which is considered the tipping point.

The gadget was dreamed up by Rethink Canada, a Toronto-based ad agency, to ?actually do something to save dogs? lives,? Aaron Starkman, a partner and creative director at the agency, told the Toronto Star.?

Starkman came up with the idea after he came close to overheating his own?golden retriever in a car whilst out running an errand.

Rethink also?partnered with the Toronto Humane Society to create the #DogFriendly campaign that encourages people to find and share places around town that?offer shady spots to tie up dogs, water bowls, off-leash space and other things that make a tail wag.

The idea, which hopefully will spread to other cities soon, is make it easier for people to run errands with their dogs in tow instead of leaving them in a car. It takes 15 minutes for a pooch to overheat, the time a shopper could easily kill by getting in line behind the wrong person at the checkout stand.

To hammer home the point, the animal welfare advocacy group prepared the video below reminding you not to leave your dog in the car.

The Dog Caller itself is currently in prototype stage. Rethink plans to crowd-fund the final product. It could hit store shelves in 2013 and retail for about $20, though cellular?service may cost extra.?

Deadly clashes rage in Syria's Aleppo

Syrian troops and rebels clashed on Friday in the city of Aleppo, where several people died when a shell crashed into a bakery as hundreds of residents queued for bread, AFP correspondents said.

They said around a dozen people, including three children, were killed and 20 wounded at the bakery in the eastern Tariq al-Bab district of the increasingly desperate city.

And troops repelled a rebel attack on Aleppo's international airport, state news agency SANA reported. "Mercenary terrorists" had tried to attack it but the "army hit back and killed most of them."

In the latest clashes, Aleppo's historic Citadel, part of a UNESCO-listed world heritage site, was heavily damaged by bombing, the opposition said.

The violence raged on as world powers prepared to name veteran Algerian diplomat Lakhdar Brahimi as their new envoy to seek an end to a 17-month uprising that has cost more than 21,000 lives.

Washington, meanwhile, upped the pressure on Damascus by imposing fresh sanctions on the regime and on the Lebanese militant group Hezbollah, a close ally of Damascus and Tehran.

A rebel commander, Hossam Abu Mohammed, said his men were still fighting in parts of Aleppo's southwestern district of Salaheddin after most fled on Thursday in the face of heavy bombing and advancing troops.

"We will not let Salaheddin go," the Free Syrian Army's Abu Mohammed told AFP by telephone on the third day of a government offensive to take the city.

And one of the fighters told AFP the rebels were keeping at bay troops who control a key roundabout from advancing further into Salaheddin.

"They have a few soldiers at the roundabout and some snipers. What we are doing now is preventing the troops from advancing," the fighter said on condition of anonymity.

The army again bombed parts of Salaheddin, as well as the Sakhur and Hanano districts in the northeast, the Syrian Observatory for Human Rights said.

At least 103 people were killed nationwide on Friday, including 55 civilians, the watchdog said. One of those killed was a 19-year-old protester shot dead by regime forces in Aleppo.

In the central city of Homs, the army pounded the rebel stronghold of Khaldiyeh with "dozens" of people killed or wounded, the Observatory said.

Before dawn, a MiG 21 fighter jet dropped four bombs on rebel positions in Hanano, an AFP correspondent said. One struck the courtyard of an FSA compound and another struck a nearby house, wounding a number of people.

Angry residents shouted hostile slogans against France and the United States, saying: "No one is helping us."

"We are behind the Free Syrian Army, but it is because of them that all of this is happening," one of them lamented.

The opposition Syrian National Council said Aleppo's 13th-century Citadel, part of a complex of sites in the city's historic heart that the UN Educational, Scientific and Cultural Organisation says is of "outstanding universal value," had been damaged in army shelling.

It was not possible to independently verify the claim.

Also on Friday, rebels captured three journalists who work for Syrian public television Ikhbariya as they accompanied government troops operating near Damascus, the Observatory said.

Ikhbariya later said it had lost contact with its crew.

In a bid to starve the regime of much-needed revenue, the United States slapped sanctions Friday on the Syrian state oil marketing company Sytrol for trading with Iran.

And the US Treasury said it was adding Lebanon's Hezbollah to a blacklist of organisations targeted under Syria-related sanctions.

"Iranian officials have boasted about Iran's support to Assad," Ventrell said. "Iran's actions in Syria underscore its fear of losing its only remaining ally in the Middle East and an important conduit to Hezbollah."

Meanwhile, diplomats at the United Nations said former Algerian foreign minister Brahimi was expected to be named as the new UN-Arab League envoy to Syria early next week.

Kofi Annan, a former UN secretary general, resigned from the post of envoy, saying he had not received enough international support for his efforts to end the conflict but is staying on until August 31.

In a statement released by The Elders, a group of world statesmen, Brahimi said "the UN Security Council and regional states must unite to ensure that a political transition can take place as soon as possible."

"Millions of Syrians are clamouring for peace. World leaders cannot remain divided any longer, over and above their cries."

Britain said on Friday it would give the rebels five million pounds ($7.82 million, 6.3 million euros) in non-lethal assistance, including body armour and communications equipment.

Meanwhile the International Committee for the Red Cross said the Syrian Red Crescent had suspended most of its work in Aleppo because of the extreme danger.

A statement in Geneva said the ICRC had managed on Thursday to deliver food and other essential to cover the needs of at least 12,500 people in the city of some 2.7 million people.

Meanwhile the imam of the Grand Mosque in Mecca, Islam's holiest site, warned that a "genocide" was underway in Syria and urged participants at an Islamic summit to take place on Tuesday to take action against the Syrian regime.

Mosques and Islamic centres across the United States also came together on Friday to condemn the Syrian regime's brutal crackdown and raise funds for civilians trapped in the conflict.

It is indeed the doldrums of August, a time when political campaigns become dull and repetitive and our pool reporters start to get a little slaphappy, as evidenced by the?hilariously detail-laden Romney pool report?from Holly Bailey of Yahoo News. Witness:

Upon arrival in Lakewood, some unusual things happened. First, the motorcade passed a man dressed in American flag shorts running down the street toward the venue here while waving an American flag. "Whooooo!" he exclaimed, as your pooler's van passed. Then, as we turned into Lake Terrace, the motorcade drove past an Orthodox Jewish wedding party that had been posing for pictures outside. Though researchers have not been able to pinpoint an exact answer as to why puberty is beginning earlier for a significant amount of children, many researchers suggest that the increased rates of precocious puberty are linked with the increased rates of childhood obesity. Unfortunately, the effects of precocious puberty and possibly obesity can be felt long after the end of childhood ? it can affect fertility in adults.

In recent years, a lot of reports have emerged regarding the onset of early puberty in children. Defined as displaying signs of puberty before the age of 7 or 8 for girls and 9 for boys, it has been associated with increased anxiety and depression, and parents often attempt to delay the onset with hormones.

Childhood obesity has been shown to affect the kisspeptin, a neurohormone used during reproduction. Normal secretions of kisspeptin could be intercepted by endocrine signals from fat to the brain.

The researchers, Patrick Chappell and Kristen Tolson, from Oregon State University, admit that obesity is not the only culprit. Anorexia could also cause similar fertility problems. In addition, sleep disruptions during childhood could have the same result. The disruption of circadian rhythms, or the difference in your hormones between day and night, can affect the secretion of hormones, like testosterone and insulin, that would have an impact on future fertility during adulthood.

Will Olympics drive UK couch potatoes to extinction?

It is comfortably one of the fattest nations on the planet, a country where one in five admits they take a 20-minute walk "less than once a year or never."

But Britain's couch potatoes appear to be rising from their customary slouched position amid national euphoria over the success of Team Great Britain at the Olympics.

London 2012, which adopted the slogan "Inspire a Generation," made much of its desire to leave behind a genuine Olympic "legacy" as it bid to host the Games. And the early signs appear good for one major strand of that -- to revitalize sports in the U.K. ? with some already reporting dramatic increases in interest.

But London 2012 was also designed to help regenerate parts of East London, home to some of the poorest areas in the country. And one expert questioned whether the Olympic Park will become one of city's biggest tourist attractions as hoped or become another example of an Olympic "white elephant."

Few Games in the past have been deemed an economic success. The 1992 Barcelona event is credited with turning an industrial backwater into one of the most popular cities for tourists to visit in the world and slashing employment, according to Business Insider.

However, other Olympics turned into financial nightmares -- Canada's Quebec province only finished paying for the 1976 Montreal Games' main stadium -- nicknamed the "Big Owe" -- in 2006.

The 2004 Athens Games is estimated to have cost up to $32 billion, a bill that contributed to the country's current financial crisis. Pictures taken this month by The Associated Press showed frogs living in an Olympic Village swimming pool that had been used for training by athletes and weeds growing at the abandoned beach volleyball and softball venues.

And just four years on from the Beijing Games, only 12 events were held at the $500-million Bird?s Nest stadium last year, which was used as an ice-staking rink during the winter, according to the Caixin news organization. It addeed that the stadium was ?relatively busy compared with other stadiums built for the Olympics.?

So the current mood in the U.K. might have been different if there had been a repeat performance of the 1996 Atlanta Games, when Team GB won one gold, coming behind poorer, less populous countries like North Korea and Kazakhstan in the medal standings.

But just 16 years later and the host nation's competitors have won 22 golds, the third highest total behind China and the U.S.

'Fan the flames'
British rower Greg Searle, a three-time Olympic medalist, told BBC Breakfast that London 2012 should be measured on whether it had created interest in sports "people have never seen before" and inspired people like his 11-year-old daughter.

"This fire is going to be burning, we need to fan the flames," Searle added. "Getting these things [sports] to continue after the Games has happened, to me, that's what'll be the true test -- if we're talking about this in 20 or 30 years' time because people are still interested in handball and in water polo."

More than half of Team GB's gold medals have come in two sports: rowing, with four, and cycling, with eight.

Rich Stock, program manager of a British Rowing project designed to boost participation in the sport, said that the impact of the Olympics had been immediate and striking.

He told NBCNews.com that on a normal day about 150 people used the club-finder facility on British Rowing's website. But, on the day that Helen Glover and Heather Stanning won gold for Britain in the women's pair race, he said it had been used 5,500 times.

"We've seen a fantastic level of interest," Stock said. "Our clubs are just inundated now... and I think with any sport the more people you have participating, the more chance you have of finding this top-level athletes."

He said that a large number of new rowers were 30- to 40-year-olds who just wanted ?to get out on the water and enjoy it,? rather than seeking Olympic glory, and some were in their 80s.

British Cycling, which offers insurance and other cycling-related benefits, broke its record for the highest number of new members in a month with some 2,400 people joining in July, when Bradley Wiggins won the Tour de France and Lizzie Armitstead won silver in the Olympic women's road race.

British Cycling's chief executive Ian Drake said in a statement that he believed "we have already established a legacy for the sport."

There are also signs of greater interest in other Olympic sports with clubs such as theBlackburn Harriersathletics club, Preston Gymnastics Club, both in northwest England, and Tooting Bec Athletics Trackin London reporting rises in the numbers of people wanting to use their facilities.

The Games' economic legacy perhaps hangs in the balance.

The Olympic Park will be turned into the Queen Elizabeth Olympic Park at a cost of nearly $470 million with much of the facilities, such as the main stadium, aquatics center and cycling velodrome, remaining. It is hoped that some 9 million people a year will visit.

According to the London Legacy Development Corporation, which will take over the site later this year, the park ?will be an exciting new visitor destination. Iconic venues and attractions will sit alongside new homes, schools and businesses, amongst open green spaces and pieces of art in the heart of London?s East End.? As many as nine million visitors a year are expected.

The Athletes? Village will be turned into homes and thousands of new houses and businesses will be built in the area. The corporation expects more than 10,000 jobs to be created. The basketball stadium, meanwhile, will be packed up and possibly re-used at the Rio de Janeiro Games in 2016.

Peter Tudor, head of venues at the corporation, told NBCNews.com that tourists would be attracted by the Olympic museum, the ?beautiful gardens,? bird-watching opportunities, and events such as music concerts at the venues.

?The park is absolutely chock-full of art,? he added, saying Anish Kapoor?s ArcelorMittal Orbit tower/sculpture was not the only work on display. ?It?s amazing actually, you walk around at the moment and you kind of bump into art.?

However, Alan Bairner, professor of sport and social theory at the U.K.'s Loughborough University and author of a book, "The Politics of the Olympics," was skeptical.

He said the Olympic stadiums at Stockholm and Helsinki had become "cherished landmarks" ? but these were closer to the city centers than Stratford, where the main London park is located.

Barcelona was a "glowing example" of how the Games could have a positive economic impact, Bairner said, but he questioned whether visitors to London would come to regard the Olympic Park as a must-see attraction.

"I don't know how many tourists are going to bother going out to Stratford in the years to come. I wonder if there's the possibility of a white elephant there," he said.

And Bairner also doubted the U.K. would pass Greg Searle's test of a lasting legacy, pointing out that Spain occupies a lowly position on the medal table -- with two golds -- just 20 years after winning 13 golds in Barcelona.

"People are inspired for the moment to watch the Olympics on TV to see what happens -- then it just stops," he said. "There will be hardly any reference to the people who won gold medals in rowing. It's unfortunate, but football [soccer] will take over again.

"I'm not sure about this new generation being inspired."

Report: Obama approves secret support for Syria rebels

WASHINGTON (Reuters) - President Barack Obama has signed a secret order authorizing U.S. support for rebels seeking to depose Syrian President Bashar al-Assad and his government, sources familiar with the matter said.

Obama's order, approved earlier this year and known as an intelligence "finding," broadly permits the CIA and other U.S. agencies to provide support that could help the rebels oust Assad.

This and other developments signal a shift toward growing, albeit still circumscribed, support for Assad's armed opponents - a shift that intensified following last month's failure of the U.N. Security Council to agree on tougher sanctions against the Damascus government.

The White House is for now apparently stopping short of giving the rebels lethal weapons, even as some U.S. allies do just that.

But U.S. and European officials have said that there have been noticeable improvements in the coherence and effectiveness of Syrian rebel groups in the past few weeks. That represents a significant change in assessments of the rebels by Western officials, who previously characterized Assad's opponents as a disorganized, almost chaotic, rabble.

Precisely when Obama signed the secret intelligence authorization, an action not previously reported, could not be determined.

The full extent of clandestine support that agencies like the CIA might be providing also is unclear.

White House spokesman Tommy Vietor declined comment.

'NERVE CENTER'

A U.S. government source acknowledged that under provisions of the presidential finding, the United States was collaborating with a secret command center operated by Turkey and its allies.

Last week, Reuters reported that, along with Saudi Arabia and Qatar, Turkey had established a secret base near the Syrian border to help direct vital military and communications support to Assad's opponents.

This "nerve center" is in Adana, a city in southern Turkey about 60 miles from the Syrian border, which is also home to Incirlik, a U.S. air base where U.S. military and intelligence agencies maintain a substantial presence.

Turkey's moderate Islamist government has been demanding Assad's departure with growing vehemence. Turkish authorities are said by current and former U.S. government officials to be increasingly involved in providing Syrian rebels with training and possibly equipment.

European government sources said wealthy families in Saudi Arabia and Qatar were providing significant financing to the rebels. Senior officials of the Saudi and Qatari governments have publicly called for Assad's departure.

On Tuesday, NBC News reported that the Free Syrian Army had obtained nearly two dozen surface-to-air missiles, weapons that could be used against Assad's helicopters and fixed-wing aircraft. Syrian government armed forces have employed such air power more extensively in recent days.

NBC said the shoulder-fired missiles, also known as MANPADs, had been delivered to the rebels via Turkey.

On Wednesday, however, Bassam al-Dada, a political adviser to the Free Syrian Army, denied the NBC report, telling the Arabic-language TV network Al-Arabiya that the group had "not obtained any such weapons at all." U.S. government sources said they could not confirm the MANPADs deliveries, but could not rule them out either.

Current and former U.S. and European officials previously said that weapons supplies, which were being organized and financed by Qatar and Saudi Arabia, were largely limited to guns and a limited number of anti-tank weapons, such as bazookas.

Indications are that U.S. agencies have not been involved in providing weapons to Assad's opponents. In order to do so, Obama would have to approve a supplement, known as a "memorandum of notification, to his initial broad intelligence finding.

Further such memoranda would have to be signed by Obama to authorize other specific clandestine operations to support Syrian rebels.

Reuters first reported last week that the White House had crafted a directive authorizing greater U.S. covert assistance to Syrian rebels. It was unclear at that time whether Obama had signed it.

OVERT SUPPORT

Separately from the president's secret order, the Obama administration has stated publicly that it is providing some backing for Assad's opponents.

The State Department said on Wednesday the U.S. government had set aside a total of $25 million for "non-lethal" assistance to the Syrian opposition. A U.S. official said that was mostly for communications equipment, including encrypted radios.

The State Department also says the United States has set aside $64 million in humanitarian assistance for the Syrian people, including contributions to the World Food Program, the International Committee of the Red Cross and other aid agencies.

Also on Wednesday, the U.S. Treasury confirmed it had granted authorization to the Syrian Support Group, Washington representative of one of the most active rebel factions, the Free Syrian Army, to conduct financial transactions on the rebel group's behalf. The authorization was first reported on Friday by Al-Monitor, a Middle East news and commentary website.

Last year, when rebels began organizing themselves to challenge the rule of Libyan leader Muammar Gaddafi, Obama also signed an initial "finding" broadly authorizing secret U.S. backing for them. But the president moved cautiously in authorizing specific measures to support them.

Some U.S. lawmakers, such as Republican Senators John McCain and Lindsey Graham, have criticized Obama for moving too slowly to assist the rebels and have suggested the U.S. government become directly involved in arming Assad's opponents.

Other lawmakers have suggested caution, saying too little is known about the many rebel groups.

Recent news reports from the region have suggested that the influence and numbers of Islamist militants, some of them connected to al Qaeda or its affiliates, have been growing among Assad's opponents.

U.S. and European officials say that, so far, intelligence agencies do not believe the militants' role in the anti-Assad opposition is dominant.

While U.S. and allied government experts believe that the Syrian rebels have been making some progress against Assad's forces lately, most believe the conflict is nowhere near resolution, and could go on for years.
